In 2010, there were an average of 4,000 crimes against every 100,000 members of the population, of which at least 50% were considered serious crimes.[1]
In a 2011 speech, Jozsef Hatala of the National Police (ORFK) stated that the criminal underworld is strongest in Budapest and its surrounding counties.[2] Hatala also stated that the majority of criminal offenses outright were carried out in Hungary’s north-eastern county (Szabolcs-Szatmár-Bereg County).[3]
Corruption is a severe issue in Hungary.[4] According to Transparency International Hungary, almost one-third of top managers claim they regularly bribe politicians.[4] Most people (42%) in Hungary think that the sector most affected by bribery is the political party system.[5]
Bribery is common in the healthcare system in the form of gratitude payment–92% of all people think that some payment should be made to the head surgeon conducting a heart operation or an obestetrician for a child birth.[6]
